- ObservationScheduled or paused
- That state calls for starting or resuming from Downloads; it does not establish a connection fault.
Step-by-step solutions
Open the download queue
Check what the game is waiting for.
In Steam, open View > Downloads and find the game.
Start or resume it. In Settings > Downloads, check scheduled hours and restrictions while playing.
Read the stopping reason
Not every error is an Internet failure.
If Steam shows an error, copy the full text.
For a disk write error, follow that guide. For an active transfer at 0 B/s, compare network and disk progress before clearing anything.
Clear the download cache
Try this if the queue still cannot proceed.
In Steam > Settings > Downloads, choose Clear Cache.
Follow the client prompt and retry the download.
Still not working?
If it persists, give Steam Support the exact queue state and message, including whether one game or all games are affected.

0 B/s measures network throughput, not all installation work. An update can keep processing files on disk after downloading; check progress before interrupting it.
