Only when transfer stalls but connectivity works.
Record the current region in Steam > Settings > Downloads.
Temporarily choose another nearby region and follow the client prompt. Compare the result and restore the original if it does not help.
Still not working?
If network, disk work and progress remain stalled, record the game, stage and any error for Steam Support. A 0 B/s reading alone does not establish drive damage.
