Step-by-step solutions
Record the message and restart
Check whether a temporary lock clears.
Record the game, folder and error text in parentheses.
Save work, restart the PC and retry once.
Repair the Steam library
Use the built-in folder repair.
Open Steam > Settings > Storage and select the affected drive.
Choose Repair Folder from the three-dot menu and follow its prompt.
Verify an installed game
Use this check for existing game files.
Close the game. In Library, open its Properties > Installed Files.
Run Verify integrity of game files. If other writes to the drive also fail, stop retrying and arrange a storage assessment.

Give support the message and affected drive. If errors occur outside Steam, prioritize preserving data before running disk repairs.
