Compare connectivity and account notices.
A download starts and stalls
Prioritize the download before restarting.
There is a billing or verification notice
Resolve that requirement even for a free app.
The app is unavailable or restricted
Do not treat an explicit restriction as a slow download.

- The requirement can belong to the account rather than the price of this app.
Step-by-step solutions
Read the state before changing settings
A scope check avoids network resets when an account requirement is blocking the operation.
Note whether you see an error, a stalled download, or a restriction. Check whether another available update also fails; do not buy an app for testing. For an update, try starting it manually in App Store.
A billing or Verification Required notice immediately determines the next branch. Without that notice, distinguish one app, all apps, and a download that already started.
Review the listing when only one app fails
Other successful downloads make global settings changes less useful.
Read the app’s iOS requirements, compatibility, and availability. If the listing requires another version or does not offer a download for your device, changing connections will not change that requirement. Contact the developer before removing the installed copy.
If it meets the requirements and only that app still fails, keep its name and message for support. If other apps also fail, continue with the general branch.
Resolve the billing message through Apple
Apple may require a valid payment method even for a free app.
For a Billing Problem with Previous Purchase or Verification Required message, follow Apple’s billing instructions through account settings or official support. Check which purchase or requirement it identifies before authorizing charges.
Once the requirement is resolved, retry a download. If the same notice remains, use account support: removing cards, creating another account, or repeatedly signing out can affect purchases and is not a useful connectivity test.
Check connectivity and any storage notice when all apps fail
A shared failure calls for checking the environment rather than deleting every app.
Check whether the iPhone can open a known page. If that also fails, follow the Wi-Fi guide where applicable. A working page does not prove that every App Store service is available; retain the App Store message.
If the notice identifies insufficient iPhone storage, use the local-storage guide before retrying. With no account block, restriction, or storage shortage, save work, restart the iPhone normally, and retry one download. If everything still fails, contact Apple about the account or service.
Prioritize a download that has stalled
This action addresses download state, not incompatibility.
Touch and hold the downloading app and choose Prioritize Download when that option is available. Watch for progress before intervening again.
If it stays stalled, save what you need and restart normally. Do not delete an app containing information you cannot recover just to try again; if an explicit notice appears, follow that notice’s branch.
Follow the restriction shown by the store
Availability, age, and family authorization are not fixed by restarting the network.
When the message mentions age, region, or family approval, check that requirement with Apple and the organizer where applicable. Do not change country or create another account to bypass it: purchases and subscriptions may be affected.
Still not working?
If an account requirement remains after official resolution, contact Apple with the exact text. If only one compatible app fails, also contact its developer. Do not chain sign-outs or network resets without a new observation.
